I mean I am studying in one of the best university here in Asia only in my country,but not around the world,because it only rank 383 around the world....does it mean that all the universities here lack so much intelligence so much compare to harvard,stnford,cambridge,yale university?

Mainly, it's about cutting-edge research. But cutting-edge research comes with money. With money, these schools can recruit the best researchers, establish the most high-tech labs, buy millions of volumes for their library for those greatest of researchers. When the researchers win prizes, awards and grants, the university earns more, as well as receives a good reputation. With reputation come great numbers of undergraduate and graduate applicants. When they have so many applicants, they have to choose among those to fill the available spots. So they become what's called "selective university" in different college rankings. The next term, when new students are looking for places to apply to, they will see these names on "most selective" list and apply there, increasing the applicant pool further.
So it all starts with a large endowment, that is money. And money comes from donations from businesses, as well as individuals and sometimes from the government. For this, the university must have a good development office, and form good relations with businesses and such that will make donations.
